Description of problem:
When spawing 100 VM's keystone service is at around 80%. This is a default installation of packstack.

Is it possible that you are running into the  MySQL tuning issue reported upstream?

It looks like this is a MySQL tuning issue.  It should have been addresse by upstream changes.  Please confirm.
