power button doesn't bring up shutdown options

Steps to Reproduce:
1. Start system
2. Log in
3. Press power button of your PC
Actual results:
The shutdown dialog doesn't appear.
Expected results:
The shutdown dialog should appear.

No, the expected behavior is to suspend, as determined by the corresponding gnome-settings-daemon default setting.
You can change the default by running
gsettings set org.gnome.settings-daemon.plugins.power button-power shutdown
in a terminal.
