Description of problem:
when entering bugs in bugzilla, it's too easy to submit the page before it's ready. In many contexts ENTER submits the page; I don't remember which one I was in but it was before I got to and filled out the Description text field. Example botched result:

How reproducible:
I did it two times already.

Steps to Reproduce:
1. start entering a new bug, fill out the Summary 
2. hit Enter while still in the Summary field
3. the page is submitted prematurely

Actual results:
page is submitted prematurely


Expected results:
The Submit Bug button should be the only way to submit. The button should be larger and more visible. Also, the Description field should be validated to contain at least some new information.

Actually, perhaps the Description field should be broken up into separate 
Description, Version/release, Reproducible, Steps to Reproduce, Actual results, etc.
