With seabios' seavgabios replacing vgabios it should also have Obsoletes and provides for vgabios.

vgabios-0.6c-9.fc19.noarch
[hans@shalem ~]$

Given that the latest build of vgabios in koji is vgabios-0.6c-9.fc19, the seavgabios-bin subpackage of seabios should add:

Obsoletes: vgabios < vgabios-0.6c-10
Provides: vgabios = vgabios-0.6c-10

Package seabios-1.7.2.2-1.fc19:
* should fix your issue,
* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing seabios-1.7.2.2-1.fc19'
as soon as you are able to.

Reproduce this bug as follow version:
Host:
# rpm -qa |grep seabios
seabios-bin-1.7.1-4.el7.noarch
seabios-1.7.1-4.el7.x86_64
# rpm -qa |grep vgabios
seavgabios-bin-1.7.1-4.el7.noarch

Steps:
# rpm -q seavgabios-bin-1.7.1-4.el7.noarch --provides
seavgabios-bin = 1.7.1-4.el7

# rpm -q seavgabios-bin-1.7.1-4.el7.noarch --obsoletes
 -->nothing

Verify this bug as follow version:

Host:
# rpm -qa |grep seabios
seabios-bin-1.7.2.2-9.el7.x86_64
seabios-1.7.2.2-9.el7.x86_64
# rpm -qa |grep vgabios
seavgabios-bin-1.7.2.2-9.el7.x86_64

Steps:
1.# rpm -q seavgabios-bin-1.7.2.2-9.el7 --provides
seavgabios-bin = 1.7.2.2-9.el7
seavgabios-bin(x86-64) = 1.7.2.2-9.el7
vgabios = 0.6c-10---->have added "vgabios"

2.# rpm -q seavgabios-bin-1.7.2.2-9.el7 --obsoletes
vgabios < 0.6c-10--->have added "vgabios"


According to above test ,this bug has been fixed.
