Go to Graphs page, click on one of the date range buttons 1h, 1d, 5d, etc...

Those should be "give me the last 1 hour of data regardless of what time it is now" or "give me the last XXX minutes/hours/days of data regardless of what time it is now"

However, all it does is just fix the start/end date range according to the time it was when the button was pushed.

The semantics of the buttons should change.

This is now fixed to use last XX interval from now. And Refresh operation updates from to current new time period.
