Compress tarball with xz, omit .svn dirs

Compressing the tarball with xz and omitting unneeded svn dirs in it would save about 14 MB, see http://thread.gmane.org/gmane.linux.redhat.fedora.devel/181336 and let me know if you'd like me to take care of this for devel. Something like the attached untested diff should do the trick.
