I updated from Fedora 18 to Fedora 19 using fedup.

After doing that, twinkle does not start anymore:

$ twinkle
twinkle: error while loading shared libraries: libcommoncpp.so.5: cannot open shared object file: No such file or directory

The twinkle package is still from Fedora 18:

I'm sorry to say that twinkle has been retired as of Fedora 19. ;( 

So, you have the old Fedora 18 version installed which of course won't work. ;( 

Sorry. 

You might look at linphone or ekiga as a replacement.

Is that dependency package not available in the repositories?

What's the output of:
