Description of problem:
SELinux is preventing /usr/bin/ovs-appctl from 'write' accesses on the file ovs-vswitchd.pid.

If you believe that ovs-appctl should be allowed write access on the ovs-vswitchd.pid file by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# grep ovs-appctl /var/log/audit/audit.log | audit2allow -M mypol
# semodule -i mypol.pp

This looks to be logwatch/logrotate-related.

chcon -t openvswitch_exec_t /usr/bin/ovs-appctl

Should fix this problem for now.

* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:

as soon as you are able to.
