Description of problem:

The yum.conf default is   keepcache=0
while the manpage states:

man yum:
       yum clean packages
              Eliminate  any  cached  packages  from  the system.  Note that packages are not automatically
              deleted after they are downloaded.

man yum.conf:
              keepcache  Either  `1'  or  `0'. Determines whether or not yum keeps the cache of headers and
              packages after successful installation.  Default is '1' (keep files)

The "default" values man pages refer to is what Yum uses when the option is NOT present in yum.conf..  The contents of shipped yum.conf is irrelevant (we don't want to update man pages when particular distro changes yum.conf)
