The login page in the user portal can now display a message of the day, which allows administrators to show users important system messages. To set this message, use the UserMessageOfTheDay option on engine-config.

Create new entry in branding properties file for "Message of the Day"
This should allow an administrator to create a MoTD file that contains important system related information.

Posted patches that support the following:
1. Setting the user message of the day using engine-config (entry is called UserMessageOfTheDay)
2. Viewing the message in the login page in the user portal.

This bug is currently attached to errata RHEA-2013:15231. If this change is not to be documented in the text for this errata please either remove it from the errata, set the requires_doc_text flag to minus (-), or leave a "Doc Text" value of "--no tech note required" if you do not have permission to alter the flag.
