Description of problem:
This happenned when I tried to change the wallpaper on Cinnamon. The application "System Settings", which can change the wallpaper and is different from "settings", will not open and causes this bug.

This bug appears to have been reported against 'rawhide' during the Fedora 20 development cycle.
Changing version to '20'.

should work ok with cinnamon-2.4.x
