Description of problem:


When some changes have been made for a public cert, a needinfo flag will be set to bring qa contact person's attention to check the changes.  Well, when the qa contact has changed the check and removed the needinfo flag, the needinfo flag will set again, which is not necessary.

How reproducible:


Steps to Reproduce:
1. Open a public cert
2. Changed some fields and save
3. A new needinfo flag sets for qa contact
4. Qa contact person removes the needinfo flag and save change

Actual results:
A new needinfo flag is set for qa contact again

Expected results:
The original needinfo flag should be removed and no new needinfo flag set
