Description of problem:
# yum install mediawiki-Cite
Package mediawiki-Cite-0-0.9.20080901svn.fc18.noarch is obsoleted by mediawiki-1.19.7-3.fc18.noarch which is already installed
Nothing to do

This makes it appear as the mediawiki package now provides this extension, however ...

# rpm -ql mediawiki | grep -i cite
#

Seems to prove otherwise.  Is it no longer possible to get the Cite extension?  I've never used it before so perhaps my attempt is flawed.

mediawiki-1.19.7-4.fc18 has been submitted as an update for Fedora 18.

* should fix your issue,
* was pushed to the Fedora 18 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing mediawiki-1.19.7-4.fc18'
as soon as you are able to.
