This is a duplicate of an older issue. Downgrading to the previous version (rsyslog-7.2.6-1.fc19) should stop the imminent issue, you should read http://www.happyassassin.net/2013/06/14/fedora-1920-logfile-explosions/ to get rid of all the issues. It is weird that you've encountered this as the rsyslog update has been unpushed and systemd should have been patched.
