This is a duplicate of an older issue. Downgrading to the previous version (rsyslog-7.2.6-1.fc19) should stop the imminent issue, you should read http://www.happyassassin.net/2013/06/14/fedora-1920-logfile-explosions/ to get rid of all the issues.

It is weird that you've encountered this as the rsyslog update has been unpushed and systemd should have been patched. Do you really have all the packages up to date?
