Currently we can reuse topics across different products. There are topics (task/concepts) that remain the same regardless of which product they are included with, i.e., download the product from access.

To encourage that kind of reuse we need a way to maintain and present a standard library of reusable topics to user (that may or may not use conditionals to tailor the information for the specific product), and/or provide a mechanism that automatically includes topics from the standard library based on the type of guide that is being generated with a new CSP map.

This sounds like its getting into territory of topic grouping/projects, which as far as I'm aware we've tried to avoid.

Anyways this could easily be done already by creating a Tag and then applying all these "Standard" topics with that tag. That way you can search easily for the standard just by going Search->Tags->Common and then selecting the standard tag. Although in this case maybe a button would possibly be a good idea, though you then have to worry about having too much displayed and cluttering the screen (which is a point we have probably already crossed).
