Description of problem:
Assets have a Config tab that allows user to import Facts and Classes from a model defined in a different package in the project. While Decision Table also has this, the Wizard for creating DTs does not.
If you have project structure like this:
/
..model/
....Fact.java
..rules/

and try to create the new DT in the rules package (using the Wizard), you won't be able to use the Fact in it.

Since there is no way to specify what to import from other packages in the wizard, everything in the project (model) should be visible - as in the Config tab.
