Always

Steps to Reproduce:
1. Install SAM
2. Go to My Accounts -> Details Tab -> Preferred Locale -> Select any language other than en

Actual results:
The translations does not work

Expected results:
The translations should work with respect to the selected language

Additional info:
Currently the translations seem to work only in the User Notifications page -> CREATED field
