Description of problem:
systemctl restart couchdb.service
SELinux is preventing /usr/lib64/erlang/erts-5.10.1/bin/beam.smp from 'name_connect' accesses on the tcp_socket .

If you believe that beam.smp should be allowed name_connect access on the  tcp_socket by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:

# semodule -i mypol.pp

selinux-policy-3.12.1-71.fc19 has been submitted as an update for Fedora 19.
