Description of problem:
Following https://fedoraproject.org/wiki/Features/SystemdLightweightContainers reveals that you have to disable pam_loginuid.so in /etc/pam.d/login to be able to login

I guess it's already resolved issue as the wiki page does not reveal about PAM anymore. Closing.
