Check for storage domain permissions missing in ovirt-hosted-engine setup therefore storage domain creation fails.
While setup user asked to give storage domain path.
There is a check for correct storage domain path but no check for the permissions.

Storage creation fails with: StorageServerAccessPermissionError: Permission settings on the specified path do not allow access to the storage. Verify permission settings on the specified storage path.: 'path = /rhev/data-center/mnt/dellserver.home:_home_images'

How to reproduce:
While ovirt-hosted-engine-setup give the storage domain path but make sure that library owner is NOT vdsm:kvm

Expected Results:
setup should give an appropriate error message

during customization also check for access permissions
on storage location avoiding to fail storage domain
creation in a later stage.

hosted engine is a new package, does not need errata for specific bugs during its development.
