Section Number and Name: Step 0, Prerequisites

Describe the issue: Mentions stuff about repositories and links to http://openstack.redhat.com/Repositories , which only talks about repos for RHEL/CentOS, not Fedora.  That's because they're not needed on Fedora, but this isn't actually mentioned.  

Suggestions for improvement: 

Either the Quickstart page or the Repositories page should mention that Fedora users can skip this step.

RDO does not fall under RHOS documentation team.
Resetting component to "distribution" on Perry Myers suggestion.

The QuickStart had already been udpated, and I have updated http://openstack.redhat.com/Repositories to reflect the fact that Fedora does not require one to enable additional repositories.
