the lines:

TROFF           /usr/bin/groff -Tps -mandoc
NROFF           /usr/bin/groff -Tlatin1 -mandoc

in /etc/man.config should be changed to:

TROFF           /usr/bin/groff -S -Tps -mandoc
NROFF           /usr/bin/groff -S -Tlatin1 -mandoc

this makes it safer for root to use man

-S is enabled by default in groff.
