Refactored from above:

In PDF builds, the draft watermark appears behind the text, but only on the Table of Contents and the Revision History.

In the rest of the book, lots of little "Draft" watermarks are behind the text, making the text illegible. Find this issue on pages 3, 4, 5, and 6 here:
