Description of problem:
Watching the logs on the system we see that rhc-watchman refuses to unthrottle a gear however the gear has 800-900+ usage and does not really drop below that.

Actual results:
It seems the gear is not throttled and the usage stays extreamly high even when the box is under heavy load.

Expected results:
The gear should be throttled and the usage should drop to a normal range.
