Example of the problem

In the content spec UI, if you get the timing right (just as the menu is about to display) and right click on another ID you will get two menus loaded and you won't be able to close the first one.

Note: This is much easier to demo with topics that are reused more often.

Setting the bug settings we discussed a few weeks ago. Also since this fix isn't live anywhere I'm moving it back to modified, as we said we'd say where it could be tested when moving to ON_QA.

Actually just noticed this is live in NEXT on the prod machine, so setting this as RELEASE_PENDING.
