ruby cartridge can not be installed on RHEL6.5

Steps to Reproduce:
1. Install openshift-origin-cartridge-ruby.noarch on RHEL6.5
yum install openshift-origin-cartridge-ruby.noarch

Actual results:
yum install openshift-origin-cartridge-ruby.noarch

Verify this bug on RHEL-6.5-Beta-1.3: http://download.lab.bos.redhat.com/rel-eng/RHEL-6.5-Beta-1.3/ with puddle 1.2/2013-09-23.2

Package openshift-origin-cartridge-ruby-0.4.10.3-1.el6op.noarch was installed successfully.
