Description of problem:
If you add a group, delete it and add another, the already deleted group appears again as well (until you switch perspectives or refresh).

Cannot replicate following the steps you describe. 

These are the steps I followed:-

1) Add an Organizational Unit
   ---> It appears in the list
2) Select Organizational Unit just created from the list
3) Delete it
   ---> It disappears from the list
4) Add another Organizational Unit
   ---> Only the OU created on this step appears in the list

Is your environment anything "special"? Clustered etc?

No cluster, nothing special.
Seems it works if there is some other OU in the list. Try the same steps without any OU defined.
I tried this with demo playgrounds disabled - you start without any OU then - easily reproducible this way.
