Description of problem:
Can not add restart to menu, even though it is actually useful on desktop systems after kernel updates (no I don't want to shut down in that case I want to check if the system will still boot next time I'll need it)

Unfortunately, I don't think GNOME Tweak Tool could address all GNOME Shell "issues". GNOME Tweak Tool only make "visible" hidden Gsettings parameters.
In such a case, there's especially no kind of GSetting "hook" available in GNOME Shell to enable/disable a "restart" menu.
Such a menu entry should be added by a GS extension. If there's no extension of this kind, an upstream RFE should be addressed.
