The text area used for editing TextPage body in non-IE 5.5 browsers is unusably

Steps to Reproduce:
1. Create an Article
2. Edit the body text


Actual Results:  The text area is only 10x50.

Expected Results:  The text area is full screen at 800x600 resolution (ie 40x70).

Additional info:

Even fixing it for 800x600 resolution isn't perfect. It should really have some
javascript which resized the text area to fit the entire width & height of the
browser window (minus the page headers / footers & authoring kit panel, of course).

As a start, can simply merge p4 changes 33300 & 33299
