Steps to Reproduce:
1. run gnome-software

Application starts with everything visible.
gnome-software is not behaving in this manner for me on gnome-software-3.10.0-1.fc20
can you try the newer version and see if it works as expected?
if not, would you be able to post a screenshot of the bug in action?
Sorry, just saw your inital screenshot!
Would you just be able to check if this is still occuring on a more recent version of gnome-software ?
Tried 3.10.0-1, no content within widgets and mouse over movement does nothing.

gnome software with nothing shown (3.10.0-1)
Ok, it works, I just had to wait until everything loads.
So can this be closed then?
The blankness is also fixed in newer versions, with an icon to show that content is on it's way.
closing currentrelease, as this inital drawing issue is now fixed!
