vm dialog content tab is empty except single unlabled checkbox.

1. Open vm dialog (create new vm or edit one)
2. Open "Console" tab

Actual results:

Feel of emptiness.

Expected results:

See some useful content.

Tested on Fedora 19 and Firefox 23.0.1.
