1.Run on terminal telnet  an type <enter> after that type <o>
2.Run on terminal telnet  an type <enter> after that type <c>
3.

Actual results:
Run like type telnet an type <enter> after that type <open>
Args <o> and <c> is not found on manual.

Expected results:
Some like "command not found"

I am not sure if I understand your report correctly. If you are referring to ability to specify the command by typing in only abbreviation instead of the full command then I think this is a feature and not a bug as long as detection of ambiguities works correctly.

Please provide me with example where telnet proceeds with some action when you enter ambiguous command.

For now I am closing this as NOTABUG, feel free to reopen if you think otherwise.
