Description of problem:
The permissions for /etc/puppet/environments need to be set for pulp to be able to write to it (i.e. owned by apache)

Also the pulp-pupppet-plugins needs to be installed on the system.

QE: permissions should be 0644 owned by apache

Update: it should be 755, as /etc/puppet/environments is a directory, should be owned by apache
