Description of problem:
The domain tab in editor should contain at least vertical scrollbar if editor view is small.

1.1.0.v20130912-2244-H393-M2

Steps to Reproduce:
1. Open the domain tab.
2. Make editor view small enough.

Actual results:
No scrollbar appears, so for example it is not possible to set security configuration without making the view bigger.

Expected results:
At least vertical scrollbar should appear.
