Description of problem:[fr-FR] [Reports Portal] Library - Data refreshed + date not localised


Version-Release number of selected component (if applicable): 3.3.0


How reproducible:


Steps to Reproduce:
1.  Login Reports Portal
2. Click the Library button in the title bar at the top of the reports portal.
3. Right click on the selected report, check the menu: Run, Schedule...
4. Select Run
check the Reports page: Data refreshed.., Refresh report with latest data button


Actual results:Data refreshed..is not localised (shows in English) - acoompanying date is also in English (US)


Expected results:Data refreshed + date should be localised
