Description of problem:

While package install is running I noticed that my keyboard layout is detected as gb. The widget has a tooltip saying 'Add more layouts to enable switching' but it is not clickable or anything like that. I thought I can click it and add more layouts. This is a bit confusiong.

The icon in the top right is for quickly switching between layouts, not for adding them. The tooltip in your screenshot states "Add more layouts to enable switching." Layouts can be added in the Keyboard settings on the previous screen.
