Please help localize the issue. Does it work downgrading qxl driver? Is it only windows->windows? Have you tried with a RHEL6 client?
Vimal saw this with a Fedora17 client.
I just used a Fedora 19 client and see the same. virt-viewer-0.5.6-1.fc19.x86_64
resizing in win7 + spice-server-0.12.4-3.el6.x86_6 + qemu-kvm-rhev-0.12.1.2-2.406.el6.x86_64 + qxl 0.1-18/0.1.19 (same driver except for the whql sig) is working here with a f19 client.
The RHEV SPICE agent is set to automatic start in the guest, but yet the service is NOT started after the tools-ISO is installed and reboots the VM.

Marc-Andre, I wrote another bug explaining that the RHEV Spice Agent is not started in the guest even after the reboot of the VM after the tools-ISO install. https://bugzilla.redhat.com/show_bug.cgi?id=1016861 Once this is restarted, it seems like everything is happy.
so this bug should be closed.
