Description of problem:
fedora-logos is a noarch package that "BuildRequires: syslinux-perl" it is used to make /usr/share/anaconda/boot/splash.lss we need to be able to make this on any primary arch.

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
