decimal digit values are not allowed to set.

Steps to Reproduce:
1. create a volume and start it
2. enable quota
3. use limit-usage command to set a decimal digit value as quota capacity for "/"

Actual results:
[root@quota1 ~]# gluster volume quota dist-rep1 limit-usage / 1.5 GB

Expected results:
any kind of numeral should be allowed to set the value.
