Description of problem:
Fails to start vm after moving it to from SPM to HSM and deleting the snapshot.

Version-Release number of selected component (if applicable):
Regression - started in IS18

How reproducible:
100%

Steps to Reproduce:
1. Create a VM with disk and linux installed on SPM
2. Stop the VM
3. Create snapshot
4. Move the VM to HSM
5. Start the VM on HSM
6. Stop the VM on HSM
7. Remove snapshot
8. Start VM again (it failed)

Actual results:
Failed starting the VM.

Expected results:
Will run the VM.

vdsm restart on which stage?
