Description of problem: Intermittently if one's language preference is set in UGC to be English, going to an unspecified amount of RHN pages will result in each of the pages rendering Japanese. [see attached screenshot] I cannot find a pattern in when the Japanese language appears or on which exact pages, so this will be certainly hard to identify the problem, then reproduce it, fix it and test the fix.
