Selected Text: "The BZ Assignee metadata element defines whether or not bugs created through the Report a bug links are assigned to the topic's assigned writer."

Bug Details: 

All other BZ metadata elements are listed as BZURL, BZVersion, etc.

For consistency, this metadata element should be "BZAssignee".

Also, when you enter in the value of "Off" as described in this topic, the content spec saves it as "OFF". Should the values be changed to reflect this case sensitivity?
