Description of problem:

If volume rebalance is clicked, the feedback that rebalance has been started is not visible to the user immediately.

The engine shows that the task is started only after the call to gluster CLI is returned.

The query to display volume task status also checks if there's a running job for which external task id is not yet populated. If such a job exists, a wait icon is displayed.
