What does upstream need to do with it? Just add it to the tarball somewhere? Does it need to be installed in the file system? Is there a howto/tutorial link that I can point upstream to? http://people.freedesktop.org/~hughsient/appdata/ says that files should be shipped in /usr/share/appdata/%{id}.appdata.xml.

Upstream can include the appdata file in the next release and modify the build process to install it into /usr/share/appdata, as you've seen on the above mentioned link.
File upstream: http://gobby.0x539.de/trac/ticket/611 If you need this to be included in the Fedora package anytime soon (there were no upstream releases for about two years), please add a patch for autotools or adjust it with provenpackager power if available.
