I cannot figure out how to create a 6.0 Runtime without this.

For BPMS, from customer portal, if you download "Red Hat JBoss BPM Suite 6.0.0 Beta 1 Deployable for all supported containers" (it's a file called jboss-bpms-6.0.0.Beta1-deployable-generic.zip), it should contain two zips, one being the jboss-bpms-engine.zip.  Similarly, for BRMS you should be able to find the jbpm-brms-engine.zip inside jboss-brms-6.0.0.Beta1-deployable-generic.zip.
