Description of problem: The CopyTrans feature needs to be documented. All features and options need to be outlined, what they mean and when to use them. Sean and Carlos are good contacts for information.

If a string does not match any `Do not Copy` conditions, but matches one or more `Copy as Fuzzy` conditions, it may be reused but will have 'Fuzzy' state. Strings matching a `Copy as Fuzzy` condition will still be checked against all the remaining conditions. wrt the above, what does "may be reused" actually mean? "May" can be very vague and we typically avoid it unless we actually mean "may" - that is, the subject has permission to do something. We tend to use more definite terms, such as "is reused, but will be Fuzzy." If you mean, "might be reused" (perhaps based on some other criteria or condition), then I'd use "might," and describe or at least indicate the condition.

Some initial patches. Still need_info decbf0d..8f5d8fb master -> master 8f5d8fb..9d16458 master -> master This got missed in IRC: davido "Copy Trans can take a long time to run, so a progress bar is shown on the version page while it is running." davido what's "a long time"? davido 5 minutes or 2 hours? davido depends on the translation size, etc... davido any guidelines?

"may be reused" means "is a candidate for reuse". There can be multiple candidates for reuse. Only one candidate for reuse will be reused. Of the above suggestions, "might be reused" is the more accurate. I will leave it up to camunoz to explain how CopyTrans chooses from the candidates.
Once Zanata has picked up a list of potential candidates it will choose based on a few aspects (in order of precedence): 1. Candidate's resId matches the resId of the message it is trying to translate. 2. Candidate's Document Id matches the Document id of the message it is trying to translate. 3. Candidate's Project Id Matches the Project Id of the message it is trying to translate. 4. The most recent translation. In the very unlikely event that all of these conditions fail to determine which is the best candidate, then any of them is used (no real guarantees which one).
