Description of problem:

so if you specify demo account be created in the packstack answer file, the allocation range is going to be the entire vlan. which also includes the external ip of the host.
there should be a setting for the start and end of the allocation range just like neutron does.

There is CONFIG_PROVISION_DEMO_FLOATRANGE or that.
