The default HARD_SERVER_LIMIT  of 256 in httpd.h is too low for busy web sites.
 Please raise this to 1024 (or higher).

This can't really be done as a 2.1AS erratum since it changes the Apache binary
module interface, unfortunately.  This problem goes away with the httpd-2.0
packages in 8.0 and 9, and hence also Taroon.
