Description of problem:
When change selinux policy on start system relabeling system but system load
root read only and relabeling all exept  "/" root directory  of course relabel file is there and loop again.
Temporary is to load fedora disk from emergency mode and  change read-write mount root  from grub.cfg to acces again on system.

If you boot the / partition as read/only with the /.autorelabel flag then the system will continue to relabel since it can not remove the file.  Not much we can do about it.

When relabel completes it is supposed to remove the /.autorelabel flag.

I'm not sure how we should handle this.
