Description of problem:  (under xinerama) Gnome Terminals sometimes get created with their entire banner under the system menu, so they are effectively immobile.

2.31.3

How reproducible:
luck of the draw when the terminal is created

Steps to Reproduce:
1. create new gnome-terminal
2. if banner lands under system menu, you have an example
3.

Actual results:
can't move the window because the banner is completely obscured by the system menu

Expected results:
some part of banner MUST be visible to facilitate moving the window to another location

Additional info:
I have multiple monitors with the system menu on the top of one of the lower screens (so that eyes showing cursor location will be centrally located)
